April Morgan partners with KEES in areas where her transit authority knowledge bring Subject Matter Expertise (SME) great value to client partnerships. April is a trusted advisor with extensive experience in organizational change management, governance, transit policy, stakeholder engagement, and strategic leadership. She has successfully guided Board leadership and executive teams through leadership transitions, governance changes, and complex organizational initiatives. She currently plays a central role in implementing the Northern Illinois Transit Authority Act, providing strategic counsel on governance, coordination, and organizational alignment during one of the region’s most significant transit governance transformations.

In her full-time role, April serves as Chief of Staff to the Chairman of the Chicago Transit Authority (CTA) Board, the governing body of one of the nation’s largest transit agencies. She advises the Chairman and Board on policy, governance, and strategic initiatives while coordinating with the CTA President and executive leadership on priorities including finance, workforce development, procurement, diversity, community engagement, and intergovernmental relations. She also oversees the daily operations of the Board Office and serves as a trustee of the CTA Employee Retirement Plan, which manages more than $2 billion in assets.

Before joining the Board Office, April served as a corporate attorney for the CTA, leading transactional and advisory work in technology, workforce development, procurement, and intergovernmental affairs. She previously practiced law with the Illinois General Assembly and the Chicago Board of Education.

Committed to giving back, April holds leadership and volunteer positions in various organizations that promote educational, professional, and economic growth. She was a founding member and past president of the Associate Board of the Girl Scouts of Greater Chicago and Northwest Indiana (GCNWI), which led to her appointment to the GCNWI Board of Directors where she serves as vice president and also chairs the property committee. Other board memberships include the Knox College Board of Trustees (Vice Chair, Audit and Risk Committee) and the Northern Illinois University College of Law Business Law Innovation Clinic Advisory Council. She was a 2024 Fellow of the University of Chicago, Chicago Leadership Circle, addressing complex and integrated issues of education, policy, transit, housing, civics, and governmental partnerships. April received her Juris Doctor from Northern Illinois University College of Law, where she was a member of the Law Review. She graduated with honors from Knox College in Galesburg, IL, where she received her B.A. in Political Science and Sociology.
